First steps for river and spring flood cleanup in Ramsey
- 1
Stay out of flood water
Do not wade through flood water, which can hide sharp debris, contamination and live electrical hazards, and keep children and pets away.
- 2
Cut power and fuel
Shut off electricity to the flooded area from a dry location and keep clear of the furnace, water heater and any stored fuel.
- 3
Photograph the water height
Capture the high-water mark on walls, damaged contents and the room before anything is moved or thrown out.
- 4
Call for mud-out
Tell the crew how deep the water got and whether sewage mixed in, so pumps, protective gear and washing supplies are loaded.
Flooding in Ramsey is mostly local. The watershed organization says its member cities, Ramsey included, reported only minor local flooding such as temporary street flooding, yet river and storm water that does reach a basement is contaminated and has to be treated that way.
What does river and spring flood cleanup cost in Ramsey, MN?
An unfinished basement with inches of flood water costs between $4,000 and $8,000. A finished basement runs $8,000 through $20,000, and once the water climbs above the basement the work starts at $20,000.
Bare basement, inches of water
$4,000 to $8,000
- Concrete under shallow water
- Silt removal, washing, antimicrobial
- Slab and block wall drying
Finished basement flooded
$8,000 to $20,000
- Carpet, drywall and insulation removed
- Black water cleaning
- Extended structural drying
Water above the basement
$20,000 and up
- Main floor also wet
- Removal on two levels
- Contents and long drying
Ranges are typical, not a quote: the water category, square footage, material class and how fast drying started move the number most. Run the water damage cost calculator for a closer range.
Two rivers, different exposure
The Anoka County hazard plan says both the Mississippi River and the Rum River run through Ramsey. Homes along the Mississippi River are prone to local flooding, while homes on the Rum River have natural protection because of the height of the embankment.
FEMA's current effective flood map for Ramsey is dated December 16, 2015, and the hazard plan estimates 51 potential buildings damaged in the floodplain. Across the county, the NOAA Storm Events Database logged 18 flood and flash flood events from 1996 through May 2025.
Storm water can pool without any river involved. On July 23, 2016, after 4.50 inches of rain near Ramsey, a Highway 47 intersection flooded to the height of vehicle hoods.
Why flood water is black water
River and storm flood water picks up sewage, fuel, fertilizer and soil on its way into a building, so it is Category 3 no matter how clear it looks. Everything porous that it touched is removed, and the cleanup crew works in protective gear.
- Carpet, pad, insulation and drywall that were submerged come out
- Concrete, block and framing are washed and treated
- Contents are sorted, with hard goods cleaned and soft goods discarded
A few inches across a slab can still wick into block walls and wall bases, so the mud-out covers every low spot and every cavity that sat in the water.
Drying takes longer after a flood
Flood water leaves silt and saturates deep, so slabs and block walls stay damp long after the surface looks fine. LGR dehumidifiers and air movers run for days, and the tech logs temperature, humidity and wall readings until they match an unaffected reference.
Mold can start to grow after 24 to 48 hours of wet conditions, so the mud-out comes first and equipment follows right away. Most flood losses need a week or more of drying, and finished basements with wet insulation take longest.
Records for flood claims
Flood losses are documented carefully. The team photographs the high-water mark, keeps moisture logs and lists the materials removed, and the owner should ask the insurer how flood water is classified under the policy. The water damage cost calculator gives a first range for planning.
If the water also carried sewage into the house, the sewage process applies on top of flood work; see sewage backup cleanup for those steps.
